Licenses and Permits

The City of Monticello does not require a business license to operate a business within the city limits. However, in order to remain compliant with state law and maintain the quality of city utilities, the city has several permits required for connection to local utilities as part of the building permit process.

The building & utilities permit process is initiated by submitting a Building Permit Application (Including building plans with the application, which can expedite the process). Building permit fees are based on the estimated construction cost of the buildings; see the fee schedule below. After the Building Permit Application is received, the City Inspector will conduct a site inspection. Once the site is approved by the City Inspector, construction can begin. 

All contractors must submit their license and have a current $10,000.00 surety bond for the City of Monticello on file to obtain a permit. 

At various stages of the construction process, the building's electrical, gas, and plumbing will have to be inspected before the building can be occupied or used; see the fee schedule for the various inspections below.

In accordance with Ordinance #846 passed on June 27, 2023, all building projects outside the city limits of Monticello, a pre-annexation agreement will need to be signed in order for to tie onto city water. 

Mobile Vendor Permit

Required Documentation for Mobile Vendor Permits:

  • Current Health Inspection (Food Vendors Only)
  • Valid Driver's License
  • Written Authorization from Property Owner, describing the approved location and operating schedule

     

Road Bore Permit

$500 permit fee per project

Required Documentation:

  • General Liability Coverage
  • Commerical Automobile Coverage and Worker's Compensation Insurance
  • Plans, specifications and descriptions of work to be performed
